City Council Meetings Tuesday, 9/16 about Homelessness and City Parks: This Tuesday our city council has several agenda items that matter in our community. Here is an overview of what will be discussed:
At the 2 pm meeting, Agenda Item #6 on the consent calendar is about Sutter’s Landing Regional Park. To learn about the project, click here. The meeting agenda can be found here.
Agenda Item #2: Homelessness Workshop Follow-Up: Update on Strategies Addressing Homelessness in the City of Sacramento. This discussion item is a follow up to the April 29th Homelessness Workshop where the council reviewed their temporary shelter program. Several new locations were identified to have “tiny homes” situated around the city. The Department of Community Response is also looking to have people housed in these sites pay for this housing, with fees not to exceed 30% of a client’s income. Please review this agenda item and put in an e-comment or attend the council meeting to voice your thoughts.
The Sacramento Business Journal reported on the properties the city is looking at to place these tiny home communities. (The article can be found here: https://www.bizjournals.com/sacramento/news/2025/09/08/sacramento-micro-communities-homeless.html)
Agenda Item #3: City Council to review, comment and provide direction on a new Sacramento Homeless and Housing System Partnership Structure.

Increase Staffing of the Incident Management Team (IMT): At a recent neighborhood association meeting, a representative from District 7’s office mentioned that some councilmembers are proposing the addition of a second shift to the Incident Management Team (IMT). The IMT manages the city’s homeless response. Right now the IMT is only responding during regular business hours. It is evident that we have people unlawfully camping at our local parks and other places after hours. Adding another shift to the IMT would allow around-the-clock management of the city’s response, and allow people who are experiencing homelessness after hours to have a representative of the Department of Community Response (DCR) and other city offices preform outreach and help them quickly get shelter and services. This could significantly help reduce illegal camping and also help the very understaffed Park Rangers patrol all 250+ city parks. Currently there are only 6 Park Rangers for the entire city. Right now Park Rangers only patrol between 6 am to 10 pm. Having around the clock IMT response could drastically increase the help people can receive and minimize illegal camping situations at local parks. Please put a comment in for Agenda Item #2, or write your mayor and councilmember in support of adding a second shift to IMT.
Not in District 4? No problem, here are the councilmember contacts for other parts of the city:
MESA Founders Meeting with Councilmember Pluckebaum on 9/22—The founders of MESA have requested a meeting with our Councilmember. The six of us will be meeting with him next Monday. While we will be preparing an agenda to discuss safety in our neighborhood, is there anything specific you’d like us to ask him? Let us know. Please email sacwalksafe@gmail.com or text 916-802-1280 with suggestions. We may not get to all questions, but we’ll try. You are what makes MESA MESA.
Upcoming McKinley Park Trash Dashes:
Fall is quickly approaching, and we will be out on the following dates from 10 am until noon to beautify McKinley Park:
Nothing Happens Unless Someone Knows There’s a Problem. Ever wonder why something isn’t being done about an unsafe situation in the area? If it isn’t reported to the City, it is as if it isn’t happening. So, REPORT, REPORT, REPORT. We all need to report issues that are happening to create a record of the problem with the city. If you see something off in your area, report it. It has been discovered that the only way the City is responding to issues regarding People Experiencing Homelessness (PEH) is if a 311 report is filed. Call 311, or better yet, use the 311 app to report issues with PEH. Here’s the link to the app: https://www.cityofsacramento.gov/information-technology/311/sac311-smartphone-app
But Don’t Hesitate to Contact 911, Sac Police or Fire When Necessary. If you see something not right in the neighborhood, REPORT IT. We have all seen unsafe conditions in our neighborhood. If you see a situation unfolding that could cause harm to anyone or anything, call 911. If you need to report something to our police force, but it isn’t an emergency situation, please call the SacPD non-emergency number at 916-808-5471. See a fire burning where it shouldn’t? Call Sac Metro Fire’s number at 916-228-3035. If you are having other issues, contact 311. Report issues to 311, but if you know it is an emergency, don’t hesitate—call 911.
