Measure O in effect June 21, 2023:  Measure O, the Emergency Shelter and Enforcement Act of 2022 (ESEA) was passed by City of Sacramento voters in November 2022.  A key provisions of Measure O takes effect this Wednesday.  The ESEA creates a limited obligation on the City of Sacramento to expend resources to take specific actions to address the homelessness crisis in the City, subject to budget constraints and the establishment of a partnership agreement with the County of Sacramento.

The City/County Partnership agreement is in place now.  Beginning this Wednesday, June 21, 2023, residents can file with the City Clerk a Notice of Violation and Demand to Abate that asks the City to abate unlawful camping violations or unlawful storage violations on public property. The City must inspect the location and respond to the resident within 20 days.

If the City refuses or fails to abate the violation, the resident may appeal the issue to a hearing examiner. If the hearing examiner orders the City to abate the violation, the City may be liable for the resident’s costs and attorney’s fees.

More on Measure O:  Measure O is meant to provide the foundation for establishing comprehensive solutions to the homelessness crisis our city is experiencing.  We as citizens must continue to be vigilant about issues we are facing and let our policymakers know what our needs are and the expectations we have of them.  This is an election year, and homelessness is one of the biggest issues political candidates are facing.  MESA will keep you informed of upcoming events where you can learn about the candidates running for local office and how to make your voice heard.

Thank You for Your Involvement in Neighborhood Safety Issues:  We keep encouraging you to report issues to 311, SacPD and SacMetro Fire.  It makes a difference.  Mario Lara, Assistant City Manager, published this most recent Measure O Progress Report.  With the majority of us living in District 4, we are living in the district with the most calls received.  We have safety concerns, we let the city know, and it is reflected in this report.  The Alhambra Corridor and the Marshall New Era Neighborhood by Stanford Park has a lot of requests recorded, and is reflected as a “hot spot” on the included maps.  Reporting it is the first step.  Now we need the city to come out and solve the issues we are facing.  We thank you for your involvement in improving our neighborhood!

Something Not Right? Call it In: We have all seen unsafe conditions in our neighborhood. If you see a situation unfolding that could cause harm to anyone, call 911. If you need to report something to our police force, but it isn’t an emergency situation, please call the SacPD non-emergency number at 916-808-5471. See a fire burning where it shouldn’t? Call Sac Metro Fire’s number at 916-228-3035. If you are having other issues, contact 311. Report issues to 311, but if you know it is an emergency, don’t hesitate—call 911. Do you love social media? ADA Class Action Lawsuit Against the City and County of Sacramento: An ADA Class Action lawsuit was filed against the City of Sacramento and Sacramento County. The lawsuit claims that disabled citizens are not able to use City and County sidewalks due to encampments blocking them. See a sidewalk that is impassable?  Send a picture with date, location and any navigational information you can provide (north sidewalk, picture taken facing east, etc.) to sacwalksafe@gmail.com.  Thank you for your help.  Are you disabled and have had issues with blocked sidewalks? We are working with fellow MESA member and attorney Louis Demas to gather information about City and County residents who have had issues. Please email sacwalksafe@gmail.com and we will connect with you about the issues you have had to deal with.

Fundraising for ADA Lawsuit Expenses:  With the lawsuit in progress, Attorney Louis Demas is going to have some expenses arise.  Mr. Demas is representing the plaintiffs on a pro bono basis so they will not have to pay any attorneys fees.  If you are able to help with expenses please send a tax deductible donation to Friends of East Sacramento.  You can find more information on this here.
